The situation

A gated lakefront community in Central Florida had a sixteen-camera system covering two entrances, a guard house and a marina. Four of those cameras were licence plate readers, bought to log vehicles in and out of the gates.

They had never worked. Every image came back stamped “Unlicensed”, and no plates were being recorded. The reasonable conclusion — the one everyone had reached — was that the cameras needed a paid licence from the manufacturer that had never been purchased.

We were asked to sort out the licence.

What we found instead

Before spending the client’s money, we checked what “Unlicensed” actually meant on that hardware.

It is not a paywall. “Unlicensed” is the label the plate recognition engine prints when it looks at an image and finds no plate. Force the camera to analyse an empty road and it returns “Unlicensed” — exactly what you would see if the cameras were never looking at vehicles in the first place.

They were not. Three separate configuration faults were stopping them:

  • The detection line was aimed at a wall. The tripline that tells the camera where to look for vehicles sat at the exact vertical midpoint of the frame, which on these mounts was a hedge and a boundary wall. Cars crossed the road well below it and never triggered anything.
  • The cameras were set not to photograph cars. The snapshot rule was enabled for motorcycles and non-motor vehicles, and disabled for cars — so even a correct trigger would not have produced an image of a car.
  • One camera was doing too much. The guard house unit had thirteen intelligent video functions enabled against a hardware limit of two. Plate recognition never got a slot to run in.

What we did

All three were configuration changes, applied remotely over a secure tunnel to the site — no console trip, no truck roll, no hardware.

We lowered the detection line onto the road surface on all four cameras, verified against live views. We enabled car snapshots. And we stripped the guard house camera back to plate recognition only, freeing the capacity it needed.

All four cameras began reading plates the same day.

The part that was not in the brief

Two of the four cameras had a second, unrelated problem: an intermittent link to the recorder meant they would drop off it, taking their recordings with them. That is a physical cabling and network issue that needs someone on site.

Rather than let the plate log wait on a site visit, we built a service that pulls images directly from each camera’s own address instead of going through the recorder. It watches all four lanes, reads plates off full-resolution frames, and keeps a rolling log with duplicates removed.

In its first twenty-eight minutes it captured five distinct vehicles. It has been running since, and it works whether or not the recorder link is behaving.

The outcome

  • Four plate readers working that had never worked since installation
  • No licence purchased — the cost was configuration time
  • No site visit required for the fix itself
  • A plate log that survives the recorder problem still outstanding

Why we are telling this story

The easy version of this job was to source the licence, mark it up and move on. The client would have paid, the cameras still would not have read plates, and the next conversation would have been about why.

Checking an assumption before spending someone’s budget is not a heroic act. It is the job. But it is the difference between a supplier and someone who is actually looking after your equipment.

If something at your site has never worked properly and the answer has always been “you need to buy X,” it is worth having someone verify that before you do.
